Missouri LTAP provides assistance and training to city and county officials regarding transportation related issues.
What courses does Missouri LTAP offer?
Our classes are placed into three categories: MO-LTAP Scholars Level I, II, and III.
MO-LTAP Scholars Level I Courses:
Basic Communication Skills, Work Zone Safety & Flagger, Workplace and Job Site Safety (Worker Safety), Bridge Management and Maintenance, Chain Saw Safety, Culvert Installation and Maintenance, Defensive Driving, Equipment Operation and Safety, Gravel Road Maintenance, Basic Math Skills, Motor Grader Skills, Preventive Pavement Maintenance or Chip Seal/Asphalt 101, Snow and Ice Control, MERC classes: Hazardous Materials Incident Response or Chemical Suicide Response.
MO-LTAP Scholars Level II Courses:
Advanced Communication Skills, Roadway Safety Fundamentals, Bridge Incident Inspection, Community & Media Relations, Construction Documents 101 – Reading Blueprints & Deciphering Specs, Introduction to Materials: Concrete, Asphalt & General Materials, Retroreflectivity Guidelines Training & Inspection Workshop, ADA Training, LPA Basics, Traffic Practices Manual Training, Work Zone for Traffic Responders, MERC classes: Hazardous Materials Incident Response or Chemical Suicide Response.
MO-LTAP Scholars Level III Courses:
Asset management & Cost Accounting, Emergency Management for Public Works Officials, Enhancing Cooperative Work Relationships, Grant Writing, Human Resource Management, Legal Aspects for Supervision, Project Planning and Management, Supervisory Communication Skills.
What is the fee for each class?
For MO-LTAP Scholars Level I and Non-Scholars Courses:
$35 per person for government agencies
$70 per person for private agencies
For MO-LTAP Scholar Level II:
$50 per person for government agencies
$100 per person for private agencies
For MO-LTAP Scholar Level III:
$75 per person for government agencies
$150 per person for private agencies
Starting January 1, 2015:
Non-registered attendees will be charged 1.5 times the normal cost for not pre-registering.
Where or how do I register for a class?
You can go to our Training Calendar to see the available courses and then go to Training Registration to register for the course. Also our Program Development Specialist, Kristi Barr, sends out class forms to all agencies. Your agency may then reply by fax to: 573-341-7245.
When and how do I pay for attending a class?
Once instructors send us their attendance sheets, we invoice the individual agencies. Payment can be mailed in by check, or credit card information may be put on the registration form or called in to Kristi Barr at 573.341.7200.
What do I receive for attending a class?
A certificate is provided for each class attended.

How do I find out what classes are scheduled in my area? Where can I find a calendar of classes and other events?
You can find course information in the Training Calendar section of our website and on Facebook. Class registrations forms are also emailed to the contact person of each agency a month prior to the class date.
May I attend classes if I am not pre-enrolled in the course?
In order to provide the proper amount of training materials and food (when applicable) for each class we prefer that you are registered. However, you will not be turned away.
Starting January 1st 2015, non-registered attendees will be charged 1.5 times the normal cost for not pre-registering.
What is the MO-LTAP Scholars Program?
The purpose of the MO-LTAP Scholars Program is to train skilled personnel within Missouri local transportation and public works agencies. The program provides training to increase knowledge of local public works and road systems and improve administrative, supervisory, technical, and worker skills. Professional instructors teach each of our classes at multiple locations across Missouri and each class is offered at least once every two years. Attendance is tracked and certificates are awarded for completion of each class. MO-LTAP Scholar Certificates are awarded at various statewide conferences and meetings such as Missouri Association of County Transportation Officials (MACTO) or Missouri Chapter APWA. Awards may also be scheduled at the graduate’s place of employment. MO-LTAP Scholars I, II, and II may be achieved. Participants are required to meet the requirements of the previous level before attaining the next MO-LTAP Scholars level.

What do I receive for becoming a MO-LTAP Scholars graduate? When and where do I receive recognition?
A certificate signed by Kevin Keith Director of MoDOT, a Federal Highway representative, and Heath Pickerill, Director of Missouri LTAP. You will also receive a Carhartt jacket, Carhartt bibs or dress coat for MO-LTAP Scholars Level I, II or III, respectively. MO-LTAP Scholar Certificates are awarded at various statewide conferences and meetings such as Missouri Association of County Transportation Officials (MACTO) or Missouri Chapter APWA. Awards may also be scheduled at the graduate’s place of employment
